This event is over 4 months away but I like to get way out ahead of the curve to give players time to plan for it and give me plenty of time for fund raising.

OVERVIEW

Name of event: 2013 Wall Doxey Rumble in the Jungle Disc Golf Tournament

Dates of competition: Saturday September 21st, and Sunday September 22nd, 2013

Course Locations: Wall Doxey State Park 7 miles south of Holly Springs, Mississippi.

Tournament Director: Gary Wagoner, 1558 W. Churchill Downs, Germantown, TN 38138. Phone: (901) 756-0690 (evenings) (901) 488-3121 (cell)

Qualifiers: Southern National Pro, Amateur & Doubles Championships.

Mosquitoes, ticks and chiggers: Wall Doxey State Park is a primitive area and mosquitoes are an aggravation and ticks are particularly bad. Everyone should bring insect repellant and apply it liberally to all exposed skin areas, belt lines and shoes. You will be glad you did. Watch out for local nuisances such as copper heads, yellow jackets, water moccasins and black widow spiders.

Park Regulations: Wall Doxey is a Mississippi State Park in a wet county. Discrete consumption of alcoholic beverages is allowed. No smoking is allowed in any of the park buildings including the cabins and bunkhouses.

Park Entry Fee: The $3/player reserves the disc golf courses for the exclusive use of the tournament participants. It does not cover the standard park access fee of $3/car load. If you are staying in a bunkhouse, campsite or cabin the park entry fee is included in your accommodation cost.

Park Vendor Fee: If you intend to sell discs, T-shirts or any other merchandize you will be required to purchase a $35 vendor permit from the park.

Friday Doubles: There is a tradition of a flip-up doubles Sunday afternoon. This event is not sanctioned nor a part of the formal tournament. Tee time and entry fee is dependant upon the whims of the assembled throng. Casual play will be allowed during the pick-up doubles play since it is not a part of the overall tournament.

Waiver of Liability: Everyone participating in the event must sign the waiver promising not to sue the TD, Gary Wagoner, or the park no matter what calamity may befall them. Saturday evening the waiver will be checked against player registration. Anyone playing who had not signed the waiver will be disqualified. Believe it!

DIVISIONS, REGISTRATION FEES AND FINANCIAL CONSIDERATIONS

Divisions and Entry Fees:
Pro Open: $55
Pro Women Open: $45
Pro Men Master (age 40* & older): $45
Pro Men Grandmaster (age 50* & older): $45
Pro Men Sr. Grandmaster (age 60* & older): $45
Pro Women Master (age 40* & older): $45
Amateur Advanced: $40
Amateur Advanced Master (age 40* & older): $40
Amateur Master (age 40* & older): $35
Amateur: $35
Amateur Women: $35
Juniors & Novices: $20


Payout Deductions: The following expenses will be deducted from the entry fees:
Per player deductions
$3 for Wall Doxey State Park Course Reservation Fee*
$2 for SNDG*
Printing (fliers, scorecards, leader board cards, etc.)
Misc. expenses (golf pencils, sharpie markers, baggies, etc.)
Trophies & Plaques
CTP prizes
Players Packages (deducted from Amateur fields only)
*Last year these fees were paid out of sponsorship money. The goal this year is to do
the same but that will depend upon the amount of sponsorship money raised.

Sponsorships: To sponsor a hole is $25. Sponsorship money is generally encouraged and gratefully accepted and should be mailed to Gary Wagoner payable to Disc Golf Tournament. Sponsorships of $50 and above will receive a tournament disc.

Pre-registration: Pre-registration is strongly encouraged. Send Check or Money Order payable to Disc Golf Tournament to Gary Wagoner at the address indicated at the beginning of this message. Please print legibly and include the following information with your registration:
Your Name
Your Division
Your Entry Fee

On line registration will not be offered for this tournament.

Note: even if you have pre-registered, you must check in with the TD Friday evening or Saturday morning to fill out your leader board card, sign the Waiver of Liability form and, if you wish, enter the ace pots.

Registration: Friday September 20th from 6:00 p.m. to 9:00 p.m. at the camp site 23.

Late Registration: Saturday September 21st from 7:00 a.m. to 9:00 a.m. at the Canteen adjacent to the old swimming area. Due to the crush of people on Saturday morning please make an effort to register early or Friday evening at the latest. Please register with cash Friday and Saturday. If you have not registered with the TD, Gary Wagoner, by 9:00 a.m. you will not play.

Players Package: Only the first 50 Amateur competitors registered will receive a Players Package which will consist of, at a minimum, a custom artwork Discraft Buzzz or Surge. There will also be 48 screen printed T-shirts donated from the Memphis River Arts Fest for player

Jeff Davis and I had a long conversation about this very issue. The $3/player gives those players exclusive use of the courses during the tournament. It is, in effect, renting one of the parks amenities just like renting the dining hall or a pavilion. The $3/car load still applies as the access fee to the park. However, if that car has rented a campsite or cabin the park access fee is included in the rental fee and a pass is issued to put on the dash to validate that.

There will also be a Players Package which will consist of, at a minimum, a custom artwork Discraft Buzz or Surge. There will also be 48 screen printed T-shirts donated from the Memphis River Arts Fest, a mini, a 9-led flashlight with batteries, a travel tooth brush and anything else I can get donated.

ACCOMMODATIONS

Lodging: The park has various options for lodging:

Primitive Camping - $13 per site per night
RV Camping - $18 per site per night (includes water and electricity, the best deal in my opinion)
Bunkhouses - $7.50 per night. A bunkhouse will accommodate 13 people. It will take a minimum of 8 people to open the first bunkhouse. If the total exceeds 13 then a second bunkhouse will be opened. It the total exceed 26 then a third bunkhouse will be opened an so fourth. Due to the popularity of the bunkhouses by organized groups there is no guarantee that they will be available. However, if one week before the tournament there are bunkhouses free they my be reserved by the tournament players.

Cabins - to get the weekend rate you will have to stay 2 nights.
One bedroom (Duplex) $75/nite.
One bedroom (Detached) $80/nite.
Two bedrooms $85/nite.

TOURNAMENT INFORMATION

Players Meeting: The Players Meeting will begin in the old pool house canteen at exactly 9:15 a.m. Saturday morning. Attendance is mandatory.

Tee Times: Saturday Tee off time will be exactly at 10:00 a.m. Tee time Saturday afternoon for the secon round will be exactly 2:30 p.m. A horn will sound twice two minutes before tee time and once indicating the start of play.

Tee off Sunday will be exactly 9:00 a.m. There will be no Players Meeting on Sunday.

Tentative Order of Play:
All Pro and Am Advanced Divisions
1 Turkey Hollow (back course)
2 Jungle (Front Course)
3 Turkey Hollow

All other divisions except for Juniors and Novices
1 Jungle
2 Turkey Hollow
3 Jungle

Juniors and Novices will only play on Saturday
1 Jungle
2 Turkey Hollow

Final six Skins minimum payout $25/skin
Ad hock course layout
Lowest score of any Pro Division
Score will not count for the Tournament order of finish

Ace Pots
There will be one optional $3 ace pot for each of the 2 pools. Juniors and Novices may not enter. The pot will be divided evenly amongst the number of aces in that pool regardless of the round in which that ace was thrown. If there is only one ace then that ace gets the whole pot. If there are no aces in a given pool there will be a throw-off after the awards ceremony.

Cash / Prizes / Players Packs
Pros will receive plaques and cash; Ams* will receive players packs, merchandise and plaques.
* Defined as anyone not playing in a Pro division.

Payout Calculations
The payouts will be computed algebraically on a set percentage of any finishing place to its predecessor. Second place will be a lesser percentage than first, but all other percentages of subsequent places will remain constant. The allocation of sponsorship money will be weighted, in proportion to the entry fees, that is, the higher the entry fee the greater tha amount of sponsorship money.

All Pro Divisions - 34% of the field minimum*
All Am Advanced Divisions - 41% of the field minimum*
All other Am Divisions - 50% of the field minimum*
*The minimum percentage is a threshold amount which must be satisfied in the payout calculations. If there were 12 players in a Pro Division then 5 places would be paid because 4 places would compute to only 33%.

Safari Six Skins
Immediately after the last scorecard is turned in the Safari Six Skins event will commence. The field will be the six players who have the six lowest scores and open to any Pro Division. However, if there were a 7 way tie for 6th place the TD reserves the right to eliminate the 6th place or otherwise cull the field in the skins to preserve a reasonable duration of the event.

Awards Ceremony
The Awards Ceremony will be held at the canteen room at the old swimming area immediately after the Safari Six Skins event.

I do not understand your question. I did not use the word "taxes" anywhere in my narrative. If you are referring to something else I am unaware of it.

Michael, Make sure you get with Donna at the park so she can tell you about the new requirements for vendors to sell anything on the park (food, disc golf accessories, etc.). Not only is there a vendor fee ($35.00). Each vendor has to fill out a form and pay either the event organizer or park the 7% sales tax they collected on their gross sales who in turn have to set up a meeting with the Department of Revenue and turn this money over to them. There making it easier and easier to hold these tournaments and Special Events!

I had a guy lined up to sell hamburgers and hotdogs for Saturday lunch but he is not interested in the hassel of paperwork and sales tax. Since the park does not do hot lunches and my potential food vendor has declined it looks like everyone will be on their own for food for the weekend. I don't see this as a big deal since there are a lot of places to get food in Holly Springs. I may look into getting the store across the road to pre-order lunches like the General Store does during the Memphis Shelby Forest events.

I agree the food should not be an issue. Its a shame that the bureaucrats have to try and grab a piece of the pie every time. Look forward to Wall Doxey both courses together make this a Disc Golf Destination. I hope everyone turns out in force and have a good time while being the kind of guests that would make the State Park System proud.

I have reviewed the rules and regulations of the MS Dept. of Revenue and those of the MS Div. of Wildlife, Fisheries and Parks and the requirements are clear. If there is an event that includes vendors selling any tangible property then those vendors must obtain a vendor permit from the park, apply for a tax permit and collect 7% tax on all gross sales. The money and records must be turned over to the event promoter (TD) who must himself register with the MS. Dept of Revenue, appear personally at the regional tax office and turn over the funds and records (and presumably submit to an on-the-spot audit).

Let me state this clearly and unequivocally for the record: THERE WILL BE NO VENDORS SELLING ANYTHING IN ASSOCIATION WITH THIS WALL DOXEY RUMBLE IN THE JUNGLE DISC GOLF TOURNAMENT.

Having said that let me say this: We live in a free country. If a vendor decides to set up shop at Wall Doxey State Park and it happens to coincide with the disc golf tournament then that vendor will be solely and exclusively responsible for compliance with all laws, rules and regulations established by the Authorities Having Jurisdiction.

I have not really started my fund raising campaign yet but I would like to thank Lorie and Dickey Maxwell for their $100 contribution. The Maxwells have been generous sponsors and participants in numerous tournaments in the region. I saw both of them at the Bud Hill Masters event this weekend and they stepped up to be the first sponsor of the Rumble in the Jungle.

I have started the sponsorship campaign so I will begin reporting on the money that is coming in. I am hoping that some of the clubs in the region will help me out since I do not have the financial resources of a club to back me. This will be an important event for reasons I will discuss later.

What I want to stress now is for everyone that plans to camp out, whether by RV or tent, is to reserve their campsite. The road with sites 21 through 32 will be tournament central. The sites all have water, power and a place to park. If you reserve a site your entry fee to the park is included. I will be in site 24. The last couple of years it was like a big street party with food, campfires and live music. If you plan to reserve a site go ahead and do it now. You snooze you lose. Late September traditionally has perfect weather for camping. So get off yer ars and make your reservations.

Played Turkey Hollow Sunday and course is in great shape. Get out and play this venue before this tournament rolls around. One word of caution, spray insect repellent liberally, ticks are as bad as I have ever seen.

Word on the bug spray. What people fail to do is spray their golf bag. They sit it on the ground, ticks and chiggers jump on board and get a free ride up to the belt line.

This year the tournament disc will feature a picture of the Bank of Holly Springs. That's the bank right there on the corner by Wal-Mart. One might ask why I would want to do that. Well, for one thing they are the oldest chartered bank in continuous existence in the State of Mississippi, they offer a lot of good financial services and are worthy of recognition. For another, they have been a generous supporter of the community and this disc golf tournament in particular. I want to thank the Bank of Holly Springs for their $250 sponsorship....again.

I would like to thank Computer Environment for their $100 sponsorship. This Memphis based company supplies everything for a data center except the data processing equipment. Amongst the things they provide are the latest Liebert Computer Room Air Conditioners. These CRACs are distributed around the perimeter of a white space to generate massive amounts of cooling. They sense the temperature in the server racks, ambient room temperature, supply and return temperatures, relative humidity and plenum air pressure and communicate with each other to automatically adjust their individual and collective output for optimum cooling and efficiency. Truly amazing pieces of equipment.

I would like to thank my friends at American Electrical Company for their $100 sponsorship. They are just finishing up a job adding 1 Megawatt of critical power to an existing data center. Two huge generators, two UPS systems, two battery rooms and miles of wire in and about a 24/7 mission critical facility. Completing the work without a single hick-up in ongoing IT operations is no mean feat by any standards, but with American on the job the risk was minimal.

Don't know how my health will be at the time of this tournament but if at all possible I will be there. I am asking everyone in Memphis and North MS and beyond make the trip and show your support for GW and this Park.

I have stated that this will be an important tournament and, in light of Riccos comment, it might be a good time to talk about that. Last year the removal of at least one of Wall Doxeys courses was on the table. How serious the discussion was I cannot say, but I can say with certainty it was under consideration.

I wrote a letter to the Director of Wildlife, Fisheries and Parks giving a number of reasons why the two courses should remain. Among those were increased park attendance, increased park revenue and the fact that having only one course limits the size of a tournament. I know the letter was discussed and the decision was made to keep the two courses in place. Whether this is the final determination or a wait and see attitude; who knows?

If it was the latter then this tournament will be very important to demonstrate that such events do increase attendance, do increase revenue and size really does matter. In todays economy and state budgets nothing will substantiate my assertions better than park income. It is for this reason that we need a really good attendance. We need the revenue generated by park access fees, course reservation fees and camping fees directly attributable to disc golf to be substantial enough to create a bump in park revenues that Jackson will notice.

I am asking for as many people as possible to attend this event in hopes insuring that the question of removing one or all of the courses at Wall Doxey State Park is dead on arrival.
