We've started up such a list recently - like yesterday. It's a Lyris-based email discussion list, not a DISCussion board like this. I am monitoring new subscribers to ensure only women sign up. All women are invited:

Send a message to "womendg-request@umich.edu" with the word "subscribe" in the subject line of your message. That'll do it.
